The deployment of Kenyan police personnel comes in response to a pledge made by Kenya last July to lead an international force in Haiti, where gangs have wreaked havoc, controlling most of the capital city and perpetrating heinous crimes such as killings, kidnappings, and sexual violence. The situation has left over 580,000 people homeless, with many more living in constant fear.
