The Minister of State for Animal Industry, Col Bright Rwamirama has said that the government through the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) is preparing to launch the distribution of over 3.9 million doses of vaccines against foot and mouth diseases (FMD) in the country for prevention of the diseases against animals.
The Minister said there have been measures put in place in accordance with the new regulations which have been put in place by scientists to contain the movement of livestock as one way of preventing FMD breakout in the country.
“So, what has been happening with some of our farmers is that they allow cows to freely move from uninfected areas to the infected area, and they get infected, which is still a very big challenge to us,” Rwamirama said.
He issued a warning to the veterinary officers and farmers who will be found transporting animals via any means without a permit, saying they would be charged.

When interacting with different people, including farmers, veterinary officers among others in Entebbe, the minister warned them against movement of animals without movement permits from the relevant authorities.
“Those found moving cattle without proper permits are likely to spend seven years in prison,” he cautioned.
In the first phase, the ministry has administered over one million doses of vaccines in the most affected districts in the country.
The ministry stated that it has provided refrigerated trucks to the beef cooperatives and abattoir operators in a bid to ensure that we reduce the movement of livestock on the road and minimize the exploitation of animal rights.
“One lorry carrying almost 10 tonnes of meat will be equivalent to three trucks carrying live cows. That brings efficiency in the trade sector,” the minister added.
Rwamirama threatened that he would expose any veterinary officer demanding or reporting amounts of bribery from farmers for vaccines.
“The government is ready to release funds to facilitate the vets. We are going to ensure it’s compulsory for farmers to have permits and certificates. Before the cow goes to the market, we have to ensure it has its certificate showing it is free from the virus.”
